Does anyone know how to fully close a server?

When I click "stop" on my servere dashboard it stops but people can still join and play on the server. It doesnt make sense.

Is there a way to fully close it so no one can get on while Im not on?

I dont want people griefing like what happenned laste night with a hacker that laced hundreds of diamond blocks all over the map.
