[How to disable fly in a specific region?]

I have a server where you can buy the /fly command and use it to fly around in the different arenas.

I also have a /duel <player> command that teleports players into an arena where they can duel.

How do i disable fly in this arena??? I know about the worldguard flag that blocks the /fly command but what if the player already is in fly mode?
