I am pretty sure that you can set groups; command /givemeadmin: permission: admin.pls trigger: set player's group to "admin" send "enjoy admin lol"

You might have over 12 plugins (which is the limit). There's also a possibility a plugin might've done that. You can check your logs (File Manager - Logs - Latest) for any errors.
