Requites

SO, I'm trying to use the Permissions ex plugin. However, whenever I edit the permissions.yml file in the Permissions ex plugin, it doesn't actually change what happens in the server and reverts back to the version before I edited the file a few minutes after. Is there a way to edit these files from the console and have the changes actually save, or do you have to run commands in the game to edit the permissions?
