    Unfortunately, I can confirm that uploading something over 20MB would be near to impossible as I've tried with an experimental map before... If you believe that this is an error, you may refer to the ticket section on the minehut forums to open your ticket to the support for them to better answer your inquiries. I am a little bit unsure about the Moderator response to the situation. Just as my personal experience here, I've been using Minehut hosting for a while now and I can confirm that I can not upload files over 20MB. It will just not work. You may have to try referring your inquiry to the ticket section and they can better assist you there. Good luck.

     This problem can be from one of the plugins you've installed, especially permissions plugin. One of the way I have tested the /seed command is through my vanilla Minehut server where I'm  able to do that without any issues so this may involve one of your plugins affecting the permissions. One of the way I will suggest you to diagnose this issue is to go onto whichever permission plugin you used and give yourself full operator permission. To do that, refer to the following:

     

    LuckPerms: /lp user <your username> permission set luckperms.* true

    PermissionsEX: /pex user <username> add *

    Group Manager: If you are op you should get all permissions no matter what group you are in. 

     

    IF your permissions plugin is Group Manager, I will suggest you to uninstall that plugin and change a permissions plugin as other ones right now are more reliable than Group Manager. I personally suggest LuckPerms but PermissionsEX are also a pretty good choice. 

     

    If those does not work, I will suggest you to uninstall each plugin one by one to see which plugin is affecting it. (This may sound inefficient but trust me, you'll be glad once you can do the /seed command.) 

     

    For a faster option, you can just disable all of your permissions plugin and don't use it. But I know that you would want to keep it so maybe try diagnosing it with the methods above. Good luck.

    One of the ways to diagnose this situation is to first force the server into hibernation. To do that, you will need to go to "Minehut Panel" --> "Danger Zone" --> "Force Hibernation". Please understand that when you force hibernate your server, it can cause data loss. So make sure you are aware of the risks and you can proceed if you understand the risk. Once you force hibernate your server, start it back up and you shall be good to go! If the problem continues, please refer to the Minehut Support Center where they can better assist you there.     The main reason that you are unable to upload your world is due to the file size of your singleplayer world. Minehut does restrict on how much MB you can upload for each map and you should look out for that... If your world can not be downloaded into Minehut's server, this tells you that your singleplayer map is above the limit for upload size for the panel!
