So my file section just like fully changed from a spigot server to a paper server. So my problem is fixed. For anyone else having this problem; what I did was open the config section from files and then click on the one with the shorter name (I can't go back and check because my thing has changed). Then scroll down to the bottom and the 3d to last option will be piston duping. I changed that to true and then it said and error occurred. It reloaded my page and then it all the server files were from paper and so I had access to the paper.yml file.

How do I turn on piston based duping? I am running a 1.19 server. I have done this in the passed with older servers via paper.yml but I don't think it is possible to edit that anymore. If it is, please let me know how. It does have a spigot.yml file even though the server type is on paper. (the spigot file does not have the option for piston duping.)
