Hey there, if you have essentials installed, you can use /head (name) to get the specified head or, if you want to enable command blocks for custom heads head over to minehut.com, settings, Command blocks, Enable.

To get more data on minehut you need to get slots, the data you get varies depending on how many slots you get and no minehut doesn't provide 24/7 hosting facility.

What plugins do you use? might be a plugin that is over doing the command or is blocking it. Not sure, i'll try asking some people around.

To get the extra RAM you need to force stop your server then activate it after it's up use /gc ingame.
