    Moved to Community Support. I have no idea how to fix this, but I have noticed it happens occasionally. If you haven't already tried restarting the server, I'd try that before anything else. It is on bugs.mojang.com as an open and unresolved issue (https://bugs.mojang.com/browse/MC-157403?attachmentSortBy=dateTime).

    To my knowledge, there is a permission node you must use in order to enable it. I'm not positive though. I'll leave a link to the plugin page just in case I'm incorrect here.

    Using the Void Generator extension for Multiverse to do this the easiest way. Once you install Multiverse-Core and VoidGenerator, restart your server. Once it's back online, you can type / /mvcreate <world name> normal -g VoidGenerator (or VoidWorld, don't remember exactly which)
