By default, Minehut has no rule against what are usually considered 'illegal modifications' on player servers. Server owners have access to anti cheats and their own moderation tools, and they can come up with their own rules for their own servers. The reason why Minehut doesn't have a network-wide anti-cheat is because the whole purpose of Minehut is for players to create their own concept for their server. If someone wanted to create an anarchy server that allowed hacks, and there was a network anti-cheat that prevented them from doing so, they would most likely leave the server and go to another hosting. Additionally, I'm not entirely sure if a network anti-cheat is possible. Although, if it was possible, it would be a good idea if Minehut made their own unique and very effective anti-cheat and put it in the plugin list on the panel. If you are referring to cheating in the lobby, well, an anti-cheat probably wouldn't be on the top of the developers priority list, and there are plenty of staff members that can deal it in the mean time.
Minehut is a network with thousands of players and it is growing quite fast. The staff at Super League are constantly working on improving the host, it's their job. Yes, Minehut can be unstable at times, and there are issues with lag, but these issues will eventually be resolved. It's all about patience, eventually, Minehut will most likely get to a point where the network is mostly stable, but I do not think there is an ETA.
