I'm an operator on my server, but /dl doesn't seem to exist. Not sure how to troubleshoot this. Is there any alternative method?

My friends and I started up a free Minehut server so we could check out Caves and Cliffs Part II, and we noticed that the average height of the overworld terrain is the same as older versions and bedrock generates around height 0. Shouldn't the latest Minecraft generate a deeper world? I also have seen deepslate, and even dripstone, but haven't found any of the new cave biomes yet.
