That doesnt work i know i tried when you restart its desabled

I have my whitelist on,but when i stop and than start the server whitelist if off.Today there was a hacker i wasnt on the server ,but my friend was and console doesnt work.Like /ban and whitelist on,there are random people joining my world.When my friends play is a problem beacuse they are not op and i cant always play when they can.Beasicly whitelist is turning off and i dont know how to fix it.Before the minehut website update it was working perfectly fine now it isnt.Pls make a tutorial how to fix or something.
