Me and my friends have a minehut server on 1.16.5 and we would like to make a raid farm but pillager outposts do not spawn. We even used commands to find one and it just lead us to an empty area with no outpost. how do i fix this?

my server doesn't have mansions, end cities and pillager outposts

i had the same problem and i still do not know how to fix it. Me and my friends decided to build a raid farm in survival and then use command blocks to spawn pillagers so we could play normally. (i know this is cheating but it was the best way we could find)
