Forgot to add but I tried resetting the server and it didn't work.

For some reason my server plugins aren't working right. When I try to delete my plugins, for some reason the plugins would stay. I have a free server plan and I can get like 50 plugins in a free server. This isn't a good thing however because I can't take the extra plugins in my server off. How do I fix this?
